Direct X is not something that can be sold by a store; it's a Windows operating system component that is strictly available (for free) from Microsoft. Go to their website and look it up, it's quite easy to find.

If you're running Windows Vista, you've already got DirectX 10. If you're running Windows XP, you can't (legitimately) get DirectX 10 without upgrading to Vista.
