i have a computer with a 3.00 GHZ processor and would it be possible to play crysis even though is says i needs a 3.2 GHZ processor

What are the exact specs of your computer?
The 3.2GHz processor is for a single core processor. I'm currently running Crysis on my 2.13GHz Intel Core 2 Duo processor (on my HP HDX laptop) with no problem.
The biggest problem if you have a dual core processor or better isn't the processor but rather the graphics card. Ensure you have a powerful enough graphics card or you're playback will suffer.

it's a 3.00 GHZ dual core processor
4GB of ram
Windows vista 64bit
Nvidia GeForce 9400 Gt video card

It's still too vague for us. I can thing of at least 6 different dual core processors from AMD and Intel running at 3GHz.
Go to the "Start" menu and right click on "computer". From there, select properties. In the the "system" section, just below the big Windows logo, you'll have the exact processor type. With that, we're going to be able to tell if you can or cannot run Crysis.
But it's not the only problem you might have. Your video card, while able to run Crysis, will probably force you to play with minimal settings (a mix of low and medium with a low screen resolution). Still, the game will be playable but part of the fun while playing Crysis are the graphics, lush jungles vegetation and all and with that video card, you're not going to get any of that
.
If you want to upgrade your video card, let us know. As for the processor, without the model, it's impossible to tell as some 3GHz processors are very fast while others are very slow.

the processor is an intel core duo cpu E8400 @3.00 GHZ

It should be able to handle Crysis fine, but as Morfanos stated, it'll be your graphics card that limits your experience. You won't be able to play on high graphics settings by any means.
Try playing the game with what you've got. It should play it on the low-medium graphics settings. Then, when you want a better graphics experience, you can look into getting a new graphics card. The processor is actually supposedly one of the better dual core processors out there (and it supposedly works well for playing games like Crysis), so while it doesn't match the new processors, it will work fine for a while longer.
As a heads up, make sure your computer has good airflow around it and that the inside is clean. I can tell you from experience that the one thing that can mess up your experience playing Crysis is heat production. I use a laptop cooler with my laptop (and usually remove the battery so I don't fry it), but even then, it will still freeze up occasionally over time, and the hotter the computer, the more often it freezes. Given that we're playing with less than ideal conditions, it isn't all that unexpected, but when it happens... If you notice this happening, then drop some of the settings further and that should do it.
One other thing... while you can run the optomization scanner in the program so that it can figure out what your computer can handle, you might still need to drop it. My laptop says I can play the game at high settings, but I get really low frames per second (fps) which makes it hard to play the game. By dropping it back to medium settings, I don't have any issues.

That processor is more than enough to play Crysis. As a matter of fact, unless you buy a $500 video card to go with that, that processor is never going to be the bottleneck for your system.
If you're wondering why the requirements say 3.0GHz, that's because it's based on the very old and outdated Pentium 4 architecture... Even a Core 2 Duo 2GHz is faster than any old P4 3GHz.
As you can see here, while the minimum is based on the "old" P4, the Recommended section is based on the more recent Core 2.
| System Requirements | ||
|---|---|---|
| Minimum | Recommended | |

Even at low settings, your FPS will be really low with that graphics card. I'd recommend a GTX260 or a ATI 4850 minimum.
